Lawmakers expand the design-build universe

  • Public agencies can now use design-build on projects under $10 million, but only for a total of 10 projects between them.

    STARTING IN JULY, public agencies will have more choices in how they deliver their construction projects. House Bill 1197 expands the alternative public works contracting procedures by allowing public agencies to use design-build on projects that have a total cost between $2 million and $10 million.


    Design-build benefits
    A design-build approach allows public agencies to contract with a single firm to both design and build the project. Compared to hard bidding, design-build has these advantages with equal or better overall performance:

    • 33% faster delivery speed
    • 12% faster construction speed
    • 6% lower unit cost
    • 5% less cost growth
    • 11% less schedule growth
